New VPs of Business

We are pleased to announce two new team members in business development!

NPPGov had a need for external business development executives to help with our expanding business. Terry Doumkos and Bill DeMars filled these new roles as VP’s of Business Development.


VP of Business Development, Bill DeMars


Bill DeMars brings over 35 years of public safety and executive level leadership experience from the clinical, administrative, vendor and procurement perspectives. Bill started his career in Central New York in Emergency Medical Services (EMS) market as a paramedic and eventually a Respiratory Therapist. Later in his career he completed a Bachelor’s Degree in International Business focusing on manufacturing & distribution from Cardinal Stritch University.

Over the most recent 11 years he successfully managed an international consultancy company, Ashmak, LLC., which supported manufacturers and distributors of medical products in the Public Safety space. As a consultant in the industry, Bill successfully helped many manufacturers get their products accepted as the standard of practice and care throughout the world. While working on the distribution side of the market, Bill was instrumental in starting the EMS division of a national distribution company. He is also an avid helicopter pilot, husband and father of 3 wonderful children.


Terry was previously the Chief Procurement Officer for the State of Georgia. He will be focused on member outreach with states and large municipalities as well as strategic contract opportunities. Terry has an extensive history of bringing products to market in the public safety arena, as well as organizational and business development experience. He will be focused on fully developing our vendor relationships and opportunities.

Terry is a highly accomplished global supply-chain and operations leader, with over nineteen years of professional hands-on experience in both private and public sectors covering various disciplines of Supply Chain Management. Additionally, he has expertise in leading transformation and in operational business process re-engineering. Terry demonstrated these skills as the Chief Procurement Officer and Director of Strategic Sourcing with the State of Georgia by completely restructuring the department into a self-sustaining revenue supported organization. Terry spent the next five years consulting on best practices in public procurement with G.S.S. He holds a B.A. in Business Administration from New England College and an M.B.A. in Operations and Supply Chain Management from Golden Gate University. He is an active member of the Institute of Supply Chain Management (ISM), NASPO, NIGP, IT CAUCUS, and the American Production and Inventory Control Society (APICS). He is a frequent guest speaker and presenter on the topics of procurement reform, strategic sourcing, and supply chain management.
